In accordance with its obligations, Hydro-Québec must completely dismantle the former thermal power plant in the village of Tasiujaq. The project will be carried out after the power plant dismantling. Once the buildings and equipment have been dismantled, the contaminated soil will be excavated and transported to the biopile treatment site designated by the Arqivik Landholding Corporation.
The Arqivik Landholding Corporation has identified a 10,800-m2 plot of land for the biopile site. A mineral borrow pit is located near the site, and an access road already exists.
Although the detailed engineering of the biopile’s layout has not yet been completed, a rough layout should suffice.
The estimated volumes of contaminated soil to be treated are:
– above criteria B in the MELCCFP intervention guide: 8,361 m3;
– above criteria C: approx. 3,040 m3.
According to the proponent, the volume of soil to decontaminate is too great to be removed in bags.
Once the treated soil meets the criteria of Schedule I of the Land Protection and Rehabilitation Regulation, it can be put back in place to backfill the excavations on the former power plant site. At the end of the project, after site restoration, Hydro-Québec will hand over the treatment site to the Arqivik Landholding Corporation.
